Update MOPDB

PT observers should update MOPDB at the end of each night to flag bad secondary sequences. The primary intent is to make sure patches with dubious observations get rescheduled. Data flagged as bad are often reduced anyway, and if good, are kept. Redundant observations are very useful, so the observers should not hesitate to treat marginal data as bad. The impact of missing a patch is much higher than the small hit in observing time to reobserve a questionable case. The procedure is as follows:
