SOCIAL POLICY: SPECIAL TOPICS SEMINAR Nightingale   Limit 20 This year's Social Policy Topic is welfare reform, given the likelihood in 2005 of Congressional hearings and/or reauthorization of the 1996 welfare law, the Personal Responsibility and Work Opportunity Act. The objective of the course is to discuss in detail the policy context, program experience, and research related to key welfare reform issues today. The current policy topic is understood within the political and economic context that has evolved over thirty years and defines the federal, intergovernmental, and program features that define the current system of benefits, services, and income transfers in the US. The framework for the discussions includes concepts of universal versus targeted policy; deserving versus undeserving poor; fiscal federalism (national versus state/local government); and personal versus social responsibility.
