September 5, 2007 | Board Room Shriver Hall | 3:00 p.m. The meeting of the Academic Council was called to order at 3:00 p.m. by Provost Kristina Johnson. In addition to Provost Johnson, those attending were Dean Adam Falk, Dean David Bell, Dean Nicholas Jones, Vice Dean Andrew Douglas, Professors Robert Cammarata, Paul Dagdigian, Paul Feldman, Siba Grovogui, Jane Guyer, Andrew Hoyt, Stuart Leslie, Charles Meneveau, Jerry Prince and Sarah Woodson. President William Brody and Professors John Marshall and Paola Marrati were absent. Provost Johnson introduced herself and then asked everyone to introduce themselves. The minutes of the meetings of May 23, May 30 and June 6 were approved as amended by 2006/2007 Council members. Professor Feldman, Academic Council secretary for Fall, 2007, welcomed the Provost and the new Council members. He announced that there will be a Faculty Assembly meeting on Monday, September 24 from 3:00 - 5:00 p.m. in 111 Mergenthaler Hall. He also reminded Council of the dinner meeting on Tuesday, September 11 at the Johns Hopkins Club. There are three issues left over from last spring for Council to discuss: the restructuring of Council, the reorganization of the Graduate Board and a revision to the titles document. He pointed out the Graduate Board materials on the table and said that these would be discussed at the Tuesday dinner meeting. The appointments of Dr. Charles Dempsey as Professor Emeritus in the Department of History of Art, Dr. Matthew Crenson as Professor Emeritus in the Department of Political Science, and Dr. Richard Flathman as Professor Emeritus in the Department of Political Science, all retroactive to July 1, 2007, were approved. Council reviewed the internal subcommittee assignments as proposed by the Deans. The subcommittees were approved as assigned. Dean Falk reminded Council of their decision last year to experiment with having outsiders from Council, but probably from within the University, serve on four of the departmental review committees. The Departmental Review Committees were approved as assigned. Professors Tony Dalrymple, Civil Engineering and Lingxin Hao, Sociology were approved as new members of the Board of Review. Professor Karl Alexander was approved for another semester - September 1, 2007 through December 31, 2007, until Professor Hao, who is currently on leave, can take over. Professor Charles Meneveau was approved as the Academic Council liaison to the Board of Review. It was reported that the promotion of Dr. Andre Martel to Research Scientist in CAS in Physics and Astronomy effective 7/1/07, Dr. Gerhardt Meurer to Principal Research Scientist in CAS in Physics and Astronomy effective 7/1/07, Dr. Takashi Yoshioka to Research Scientist in the Mind/Brain Institute effective 7/1/07 and the appointment of Dr. Zoltan Racz as a Visiting Research Professor in the Department of Physics and Astronomy for the one-month period 11/1/07 - 11/30/07 were approved by the Board of Review during the summer. Open discussion. Dean Douglas commented on undergraduate admissions - 807 students in the KSAS and 405 in the WSE. Despite the cap, they are a little heavier than was wanted in biomedical engineering. The following faculty members were approved to serve two-year terms (through 2009) on the Arts and Sciences Curriculum Committee - Professor Paul Dagdigian, Chemistry, and Professor Laurence Ball, Economics. The following students were approved as members of the Arts and Sciences Curriculum Committee - Wesley Hung, Hee-jung Kim, and Tyler Krus (returning). One more student will be appointed once classes have begun. The following people were approved for appointment to the 2007-2008 Graduate Board: Professor Mel Kohn, Department of Sociology, KSAS; Professor Thomas LaVeist, Health Policy Management, Bloomberg School of Public Health; Professor Peter Lewis, SAIS; Professor Richard McCarty, Biology Department, KSAS; Professor Peter Maloney, Physiology Department, SOM; Professor Marie Nolan, Acute and Chronic Care, School of Nursing; Eric Harley, WSE student; and Hsein-Yeang Seow, Bloomberg PH student. Remarks by the Chair. Provost Johnson thanked Council for welcoming her. She is thrilled to be here. She commented that the Academic Councils at Hopkins work differently from those she has served on previously. She asked for Council's patience as she learns the new system and culture. She is interested in the quality of the faculty and in understanding the balance of the faculty. Remarks by the Deans. Dean Jones announced a reorganization of the WSE Deans office. Andrew Douglas is now Vice Dean for Faculty. He will also oversee the international programs. He will take over all faculty affairs. Marc Donohue's title has changed to Vice Dean for Research. His responsibilities will comprise primarily strategic research initiatives, compliance, and oversight of Centers and Institutes. Oversight of the Office of Undergraduate Advising will be handled by Ed Scheinerman, Associate Dean for Education, which is a newly created position. Dean Scheinerman will also have responsibility for the ABET accreditation process and graduate student affairs. The other associate dean positions have not changed very much. Jim Aumiller, the new Associate Dean for Finance and Administration, has taken over the oversight of the technology transfer operation. An executive committee consisting of Jim Aumiller, Marc Donohue, and Andrew Douglas has now taken over the responsibility of managing space because managing space was too difficult for one person. When Professor Prince asked who has oversight of the centers, Dean Jones replied that Marc Donohue, Vice Dean for Research, is the person to whom center directors report, with the exception of the Center for Leadership Education and Center for Educational Outreach which report to Ed Scheinerman. Dean Falk said that there have also been some changes in the Krieger School Deans Office. David Bell is now full-time Dean of Faculty. Sylvia Eggleston Wehr is the new Associate Dean for External Affairs. Communications has now been brought under her. Dean Eggleston Wehr held the same position at Public Health for about 15 years. Fred Puddester is the new Senior Associate Dean for Finance and Administration. Over the next year or two he will examine every aspect of the school's business practices. Among other things he will build a stronger connection to the business office of the Whiting School. Greg Ball will be 25 percent time special assistant to the Dean assisting Ed Lattman, Dean of Research and Graduate Education. Dean Falk drew Council's attention to the new policy on incomplete grades for Homewood graduate students on the table. Provost Johnson recused herself at 4:53 p.m. Dean Falk assumed the chair. The minutes of the meeting of August 29, 2007, dealing with Provost Johnson's appointment as a Professor in the Whiting School of Engineering, were approved. The meeting adjourned at 4:54 p.m.
