April 13, 2005 | Board Room Shriver Hall | 3:00 p.m. The meeting of the Academic Council was called to order at 3:00 p.m. by Provost Steven Knapp. In addition to Provost Knapp, those attending were Vice Provost for Research Theodore Poehler, Dean Adam Falk, Dean Daniel Weiss, Associate Dean Andrew Douglas, Professors Gregory Ball, Veena Das, Paul Feldman, Benjamin Hobbs, Ali Khan, Stuart Leslie, Paola Marrati, John Marshall, Daniel Naiman, Douglas Poland, Wilson Rugh, and Sarah Woodson. President William Brody and Dean Nicholas Jones were absent. Remarks by the Secretary. Professor Hobbs announced that there will be a Faculty Assembly meeting on May 5 at 3:00 p.m. in the Arellano Theater. He reminded Council members of the evening meeting on April 18 and asked for people's comments on his notes on the March 8 dinner meeting. The conferral of tenure to Associate Professor Trac Tran in the Department of Electrical and Computer Engineering effective July 1, 2005 was approved. The promotion of Dr. Siba Grovogui to Professor in the Department of Political Science effective July 1, 2005 was approved. The promotion of Dr. Laurent Younes to Professor in the Department of Applied Mathematics and Statistics effective July 1, 2005 was approved. Remarks by the Chair. Provost Knapp gave the final update on the legislative session. Hopkins came out somewhat better than was hoped. There has been a fairly aggressive campaign to educate the legislature on this program and it has produced a fair amount of support. The Provost said that our government relations staff deserves a lot of credit. Remarks by the Deans. Dean Falk reported that Dr. Michael Goldberg accepted the appointment as Assistant Professor in the Department of Mathematics effective 7/1/05. Dean Douglas said that he, Dean Weiss, and Dean Falk met with representatives of the graduate student organization. Dean Weiss commented that every year the Deans meet with the graduate students to talk about whatever they want. They raised questions about unionization, what is going on with the German department, what is going on around the campus. Dean Weiss said that it was a reasonable set of questions and discussion. Dean Douglas added that there is some nervousness about the current financial situation. Anyone in the sciences or engineering is looking at an environment which is very different from the last five years. Vice Provost Poehler added that the outlook for funding is not for strong growth over the next few years. He added that Hopkins is doing better in research funding than the Federal budgets are. A Council member asked if the graduate students talked about visa issues, noting that in her department students are reluctant to attend important conferences outside the United States because they are afraid they will not be let back into the country. The Provost said that there has been a change of visa policy recently. He will get information on that and bring it back to Council. The meeting adjourned at 4:16 p.m.
