Approval of minutes. The minutes for the meeting of March 16, 2005, were approved.

Remarks by the Secretary. Professor Hobbs reported that Deans Jones and Falk will attend the evening meeting on April 18. He had sent out a draft of notes from the March 8 dinner meeting and said that he welcomed corrections and/or any other thoughts on the subject discussed.

Open Discussion. A Council member reminded everyone that at the end of the year Council is supposed to review the new ad hoc committee procedures and asked to put this on the agenda in May. The Provost asked if data would be needed for the review. Dean Falk recalled that Council would reflect on the new procedures at the end of this year and have a thorough review at the end of the second year. Provost Knapp suggested a checklist for the discussion and Dean Falk said he would work with Sally Marcin to develop one. Another Council member suggested that next year input from Chairs would be needed.

A Council member asked if the Deans could share information about admissions, specifically how the incoming class was shaping up. Dean Falk said he did not have much data yet other than there was a large and diverse applicant pool. Dean Douglas added that WSE saw an increase in applications up 16 percent while KSAS applications were down 3 percent. He added that the Krieger School has a majority of women accepted (58 percent) while the Whiting School has 35 percent women. Both schools are up in minority acceptances. Total minorities are 18 percent of the admitted class. Provost Knapp commented that the Baltimore Scholars program had 140 applicants this year up from about 35 last year and about eighty percent of them are African-American. Dean Douglas said that there were four early decision applicants from Poly, one of whom is an African-American who came in fifth in the Intel competition.

The appointment of Dr. Jack Greene as Professor Emeritus in the Department of History effective July 1, 2005 was approved.

The Council considered a graduate certificate in Technical Entrepreneurship and Innovation. Professor Leslie noted that the Academic Affairs subcommittee reviewed this. Dean Douglas commented that this is a little piece of technical management with a little piece of SPSBE and some additional courses. It was noted that five courses are required for a certificate. The certificate was approved.

Professor Rugh, Chair of the Appointments and Promotions subcommittee, reported that the following appointments have been approved: 1) Dr. Jeremy Cohen as Visiting Professor in Jewish Studies in the Department of History for Fall, 2005. 2) Dr. Michael Goldberg as Assistant Professor in the Department of Mathematics effective 7/1/05. 3) Dr. Michele Cotton as Senior Lecturer in the Department of English for 7/1/05 - 6/30/06. 4) Mr. William Evans as Senior Lecturer in the Department of English for 7/1/05 - 6/30/06. 5) Ms. Herica Valladares as Assistant Professor in Classics effective 7/1/05. 6) Dr. James Heckman as Richard T.
