Homewood Schools Academic Council Minutes

The meeting of the Academic Council was called to order at 3:00 p.m. by Dean Daniel Weiss. In addition to Dean Weiss, those attending were, Vice Provost for Research Theodore Poehler, Vice Dean Adam Falk, Associate Dean Marc Donohue, Professors Gregory Ball, Toby Ditz, Paul Feldman, Benjamin Hobbs, Ali Khan, Eaton Lattman, Stuart Leslie, Gerald Masson, Douglas Poland, Wilson Rugh, and Michael Williams. President William Brody, Provost Steven Knapp, Interim Dean Andrew Douglas, and Professor Veena Das were absent.

Approval of minutes. The minutes for the meeting of January 7, 2004, were approved as submitted.

Remarks by the Secretary. Professor Ditz reported that a Council member had suggested inviting Dean Ostrander to Council to discuss the latest proposed changes to the composition of Graduate Board Orals. Council agreed to do so.

Professor Ditz said that at Council's meeting with the department chairs there was a request to release the proposed tenure procedure and transition documents to chairs so they can share with their faculty. She suggested including a cover letter thanking the chairs for their input at the meeting on January 20 and reminding them that the documents are working drafts. Council members agreed with the suggestions and agreed to circulate the documents to the department chairs.

Professor Ditz reminded Council members that they received an e-mail with dates in February and March for the lunches with junior faculty members.

Open discussion. A Council member asked whether names of departments or names of programs appeared on PhD diplomas and what approvals were necessary to make changes. Dean Weiss suggested contacting Vice Provost for Academic Services Edgar Roulhac on the matter.

The promotion of Dr. Darryn Waugh to the rank of Professor in the Department of Earth and Planetary Sciences effective July 1, 2004 was approved.

The Council then turned to further consideration of the proposal for changes to the tenure policy and procedures for their implementation. Council members agreed that the meeting with the department chairs was productive. Discussion continued on promotion and appointment procedures, focusing on the proposed restructuring of ad hoc committees and the relationship of the committees to departments and the Council. In the course of this discussion it was noted that other institutions have more administrative support for the functioning of ad hoc committees, and several Council members agreed that this would be useful. Also, one Council member recommended that the transition document be explicit that candidates remaining in the old tenure system are subject to the new procedures for the constitution of ad hoc committees.

Professor Khan, Chair of the Appointments and Promotions subcommittee reported that the following appointments have been approved: 1) Dr. Eileen Haase as Lecturer in Biomedical Engineering in WSE for 12/1/03-6/30/04 2) Dr. Tiemen Woutersen as Assistant Professor in the Department of Economics effective July 1, 2004.

The Council turned to the consideration of proposed policy for granting non-resident status to WSE Master's degree students. Council members expressed concern with some of the suggested language. The Academic Affairs subcommittee will revise the proposal and then bring it forward.

Remarks by the Chair. Dean Weiss reminded Council of the Departmental Review meeting Saturday, January 24.

Remarks by the Deans. Dean Falk reported that Dr. Tiemen Woutersen has accepted the offer of Assistant Professor in the Department of Economics effective July 1, 2004.
