April 7, 2004 | Board Room Shriver Hall | 3:00 p.m. The meeting of the Academic Council was called to order at 3:00 p.m. by Provost Steven Knapp. In addition to Provost Knapp, those attending were, Dean Daniel Weiss, Vice Dean Adam Falk, Interim Dean Andrew Douglas, Associate Dean Marc Donohue, Professors Gregory Ball, Toby Ditz, Paul Feldman, Benjamin Hobbs, Ali Khan, Eaton Lattman, Stuart Leslie, Gerald Masson, Douglas Poland, Wilson Rugh, and Michael Williams. President William Brody, Vice Provost for Research Theodore Poehler, and Professor Veena Das were absent. Approval of minutes. The minutes for the meeting of March 24, 2004 were approved as amended. Remarks by the Secretary. Professor Ditz reminded Council of the evening meeting on Tuesday, April 13, where issues relating to the tenure policy transition document will be discussed. She noted that the subcommittee working on the document is welcome, and Dean Falk said that all members of the subcommittee will attend. Professor Ditz added that a draft document will be available to start the conversation. Open Discussion. It was reported that last year the Academic Affairs subcommittee voted to approve the name change of the Department of Mathematical Sciences to the Department of Applied Mathematics and Statistics. At that time changing the name of the degrees was overlooked, and the subcommittee has recently voted to approve changing the name of all degrees in Mathematical Sciences to Applied Mathematics and Statistics. Council approved the name change unanimously. It was further reported that the Academic Affairs subcommittee discussed the proposal for a Minor in Jewish studies. The subcommittee had some questions about the description and the coherence of program, and the proposal was returned for clarification. Professor Ditz reported for Professor Das, Liaison to the Board of Review, on the following appointments approved by the committee: 1) Dr. Jean Dupuis promotion to Research Scientist in CAS in Physics and Astronomy retroactive to 1/1/04. 2) Dr. Bengt-Goran Andersson promotion to Research Scientist in CAS in Physics & Astronomy retroactive to 1/1/04. 3) Dr. David Van Wie as Research Professor in Mechanical Engineering effective 4/1/04. 4) Dr. Dennis Wickenden as Research Professor in Mechanical Engineering effective 4/1/04. 5) Dr. Lorella Angelini as Research Scientist in Physics and Astronomy for 5/16/04 - 5/15/05. Professor Khan, Chair of the Appointments and Promotions subcommittee, reported that the following appointments were approved: 1) Dr. Naveeda Khan as Assistant Professor in Anthropology effective 7/1/06. 2) Mr. Andrew Reisner as Visiting Assistant Professor in Philosophy for 7/1/04 - 6/30/05. The Council turned to further consideration of the proposal for changes to the tenure policy and procedures for their implementation. Dean Falk said that the promotions procedures would not be discussed at this meeting, and that he has attempted to put all of the changes in the draft that was distributed to Council. He noted that he has received some comments back and will make the appropriate changes and re-distribute the documents. Dean Falk further commented that the documents are tending toward final versions, and he asked Council to read them in that spirit. The Council discussed procedures regarding research appointments and promotions. Professor Ditz referred to a letter from Professor Richard Katz, Chair of the Board of Review, concerning questions on the provenance of referee's letters for appointments and promotions considered by the Board. After some discussion, it was decided to refer the matter to the Administration and Budget subcommittee. Provost Knapp summarized the issues to be addressed by the subcommittee as follows. Can letters submitted in the search process for the ranks below Principal Research Scientist/Scholar/Engineer and Research Professor be used for the appointment process? Can candidates for Principal Research Scientist/Scholar/Engineer and Research Professor suggest names of referees for the appointment process? Finally, it was noted that the subcommittee should address the requirements for departmental faculty votes on the appointments at different levels. The appointment of Dr. Carel Faber as Professor in the Department of Mathematics effective January 1, 2005 was approved. The promotion of Dr. Beverly Wendland to the rank of Associate Professor in the Department of Biology effective July 1, 2004 was approved. The promotion of Dr. Aviel Rubin to the rank of Professor in the Department of Computer Science effective July 1, 2004 was approved. Remarks by the Chair. The Provost asked if the Council wanted to meet on April 14 to handle three carryovers, discuss the election of one-year members, discuss the tenure documents, and possibly address one new case. Council members agreed. Remarks by the Deans. Dean Weiss commented that a new course evaluation form had been developed by a consultant, and that this had been circulated earlier. The meeting adjourned at 6:28 p.m.
