October 6, 2004 | Board Room Shriver Hall | 3:00 p.m. The meeting of the Academic Council was called to order at 3:00 p.m. by Dean Daniel Weiss. In addition to Dean Weiss, those attending were Dean Adam Falk, Dean Nicholas Jones, Associate Dean Andrew Douglas, Professors Gregory Ball, Veena Das, Paul Feldman, Benjamin Hobbs, Ali Khan, Stuart Leslie, Paola Marrati, John Marshall, Douglas Poland, and Wilson Rugh. President William Brody, Provost Steven Knapp, Vice Provost for Research Theodore Poehler, and Professors Gregory Ball, and Sarah Woodson were absent. The minutes for the meetings of September 8 and September 22, 2004 were approved as amended. The Secretary, Professor Poland, reminded Council that Deans Weiss and Falk were scheduled to attend the evening meeting on October 12 to discuss the upcoming departmental reviews. He also informed Council that he was in the process of inviting junior faculty for lunch with Council members in the spring. The letter of invitation would be sent out with a copy of the tenure regulations. A proposal that the average grade be supplied in the teaching evaluation for a particular course was extensively discussed. Issues raised emphasized the need for additional information that normalizes for the field, for the department, and for the nature of the course, leading to an increased load for departmental chairpersons, and to additional paperwork that could not be independently evaluated by Council. Whereas there was sympathy for having additional information, the Council agreed to ask for it as it was needed rather than imposing additional requirements beyond the already existing ones. The appointment of Dr. Charles Bennett as Professor in the Department of Physics and Astronomy effective January 1, 2005 was approved. The promotion of Dr. Matthew Shum to the rank of tenured Associate Professor in the Department of Economics effective July 1, 2005 was approved. Professor Rugh, Chair of the Appointments and Promotions subcommittee, reported that the appointment of Dr. Marcelo Cavarozzi as Visiting Professor in Political Science for 1/1/05 - 5/31/05 has been approved. There was extensive discussion of the procedures for the promotion of a non-tenured Associate Professor promoted in the last two years and now eligible for tenure under the new tenure system. The proposed procedure was to go back to the materials in the old dossier, reconvene the old ad hoc committee without the departmental representative, but not to reconsider the case or bring in new materials. A resolution of the language of the letter to referees was deferred to the next Council Meeting. Professors Shih-Ping Han of Applied Mathematics and Statistics, Gerard G.L. Meyer of Electrical and Computer Engineering and Susan L. Napier, a graduate student in Chemical and Biomolecular Engineering, were unanimously approved as new members of Whiting School Graduate Committee. Dean Jones announced that Professor Gregory Chirikjian is to be the new chair of the Mechanical Engineering Department. Dean Falk proposed that the detailed course enrollment reports (Group D) not be circulated to the departmental review committees, but the committees could request this and additional information if it was needed. The Council agreed. The meeting adjourned at 5:03 p.m.
