November 19, 2003 | Board Room Shriver Hall | 3:00 p.m. The meeting of the Academic Council was called to order at 3:00 p.m. by Provost Steven Knapp. In addition to Provost Knapp, those attending were Vice Provost for Research Theodore Poehler, Dean Daniel Weiss, Vice Dean Adam Falk, Interim Dean Andrew Douglas, Associate Dean Marc Donohue, Professors Gregory Ball, Toby Ditz, Paul Feldman, Ali Khan, Eaton Lattman, Stuart Leslie, Gerald Masson, Douglas Poland, Wilson Rugh, and Michael Williams. President William Brody, and Professors Veena Das and Benjamin Hobbs were absent. Approval of minutes. The minutes for the meeting of November 5, 2003 were approved as amended. Open Discussion. A Council member asked Dean Douglas about the recent change in the Whiting School departmental budget allocation algorithm. Dean Douglas briefly described the three portions of the algorithm: the entitlement portion, the student contact hour portion, and the portion depending on F & A generated by research. He stated that the contact hour portion had been reduced and the F & A portion had been increased. In view of possible change in the tenure policy, a Council member asked if an ad hoc committee could change the referee letters to inquire about tenure in the case of an outstanding candidate for promotion to associate professor. After some discussion of the problematic nature of the issue in the middle of a possible change in policy, it was agreed that the letters should not be modified. It was noted that, under current policy, tenure at the associate professor level could be requested by the department in an exceptional case. The appointment of Dr. Howard Katz as Professor in the Department of Materials Science and Engineering effective January 1, 2004 was approved. The appointment of Ms. Maria Petrovici as Lecturer in the Entrepreneurship and Management Program in the Department of Applied Mathematics and Statistics for the period 1/15/05 - 6/30/04 was approved. The appointment of Mr. Arthur Reynolds as Lecturer in the Entrepreneurship and Management Program in the Department of Applied Mathematics and Statistics for the period 1/15/04 - 6/30/04 was approved. It was reported that the following appointments have been approved by the Appointments and Promotions subcommittee: 1) Dr. Regine Schulz as Adjunct Professor in Near Eastern Studies for 1/1/04 - 6/30/04. 2) Michael Jacobs as Lecturer in JHU Information Security Institute for 7/1/03 - 6/30/04. 3) Dr. Robert Barbera as Adjunct Professor in Economics for 1/1/04 - 5/31/04. It was reported that the appointment of Dr. Pat Barta as Associate Research Professor in Biomedical Engineering - WSE as approved by the Board of Review. Remarks by the Chair. Provost Knapp updated the Council on developments in the state legislative process as they relate to the Sellinger aid program. He noted that Johns Hopkins is now getting roughly half of the approximately $20 million received at the high point of the program, and prospects for the future do not look promising. Provost Knapp reported that planning for development of the "south quad," south of Garland Hall, with underground parking and a campus gateway, is getting underway. There is some bridge funding to help get started, but further fund raising will be needed. Provost Knapp also reported that the Middle States Accreditation team is here, and they are mainly engaged in the document review phase. The team will be back in the Spring. The meeting adjourned at 4:54 p.m.
