Former Manufactured Gas Plant Brownfield Site 
Portsmouth, VA

Site Description
Site was formerly a manufactured gas plant site owned by Columbia Gas of Virginia in operation from 1880’s to 1950.  In 1960 the plant was demolished and redeveloped into rental residential properties and five privately owned homes.  Contamination was discovered in 1992 and various site investigations and remediation occurred through 2000.  NiSource bought Columbia Gas of Virginia in November 2000 and has continued investigation and remediation.  Contaminants include benzene, cyanide, lead, arsenic, PAH’s, and mercury in surface soils on site and groundwater on and off site.  Remediation is being done on the five residences and those owned by NiSource will be ready for resale by fall, 2002.  Further sampling and remediation will occur on the rest of the site with no redevelopment plans finalized yet.     
Center Activities

The community has concerns about the health effects related to the current remediation process, the long term effectiveness, the length of time required for remediation, and the final appearance of the neighborhood.   

They have requested assistance from the Center for Hazardous Substances in Urban Environments to review monitoring and sampling data, provide comment on remediation and redevelopment techniques, explain health effects related to contamination, and to explain the state and federal policies governing cleanup.
