The community has essentially little control over who responds-kind of like having a party and waiting for people to show-up.  Response rates are how many respondents sent back a useable questionnaire.

Average response rates are 20-25% but this can be beaten!!
Response rates are Dependent upon:
Design of the survey-how easy is it to fill out?  Is it pretty?
Number of mailings-more mailings increases the chance the respondent will send back a questionnaire-up to a point!
Incentives cash is effective!!
Advertisement helps to increase response rates.
